Bush was trashed for signing it, Clinton would have been praised for doing so. I agree a organized effort is needed, that is the reason we have homeland security. Before 9/11 intelligence organization couldn't share information, particularly with the FBI. We had all the information needed to see what was up, but each organization had a piece which by itself was meaningless. We have gone a long way toward fixing that, apparently Europe hasn't. Another problem we had, and have not fixed is our obsession with being the "nice" guys. You can't beat people who murder children by being nice. The British long ago established an approach. Places that want to be our friends get all the help we can give them. Those who want to be our enemies get bombs. Those in between get help depending on how friendly they want to be. When the British used this approach it worked, but they too have caught the "nice guy" virus.
