I think the smoke in the Amicus films was because that was cheaper and much quicker to film than the negative effect that they used on the television series in the '60s. They wanted to spend the effects budget on more daleks, rather than optical effects, which is fair enough.

True. Maybe the blokes inside the daleks operating them just boiled up kettles then used hosepipes to puff the resulting steam at people to exterminate them. Bonzer - sorted.
