i have seen a short video of a device that is hinged and strapped onto the neck and head and it is hinged so that moving the head forces a curved phallus into the mouth and throat.

Those are really nice. Have tried one and its very controlling. Takes someone to pull the reins. i had to be careful with it as it was not shaped well for my mouth and put teeth in danger of being chipped.

It isn't the cheapest, and I cannot attest to its quality, durability, effectiveness, etc., but it sounds like what you might be looking for. Punishment is not automatic. You would have to monitor the training logs logs and mete out punishment yourself if goals are not met. BUT, there is a positive reinforcement option in the form of a connected vibrating butt plug.
