Yes, we have seen people who arrive with that expectation,” director of attention to migrants from Tijuana, Enrique Lucero told Telemundo in a Feb. 1 report.

Across from El Paso, Texas, in Juarez, Mexico, migrants are swarming the streets because shelters have reached their capacity.
