[The Digital Millennium Copyright Act, Public Law 105-304 (1998), added a new
Chapter 12 to title 17 United States Code, which among other things prohibits
circumvention of access control technologies employed by copyright owners to
protect their works. Specifically, section 1201 provides that "No person shall
circumvent a technological measure that effectively controls access to a work
protected under this title." This prohibition on circumvention became effective
on October 28, 2000. Prior to that date, the Copyright Office conducted a

the Librarian of Congress determined, whether there were particular classes of
copyrighted works that should be exempted from the prohibition because persons
who are users of those classes of works "are, or are likely to be in the succeeding
3-year period, adversely affected by virtue of the prohibition in their ability to
make noninfringing uses of that particular class of works under this title."
The Copyright Office first sought written and reply comments from interested
parties in order to elicit information and views on whether noninfringing uses of
certain classes of works are, or are likely to be, adversely affected by the
prohibition against circumvention of access control technologies. Information on
comment submission is contained in the November 24, 1999, notice of inquiry
published in the Federal Register. Further background on this rulemaking may
also be found in the notice of inquiry.
Following receipt of initial and reply comments, the Office conducted public
hearings at which interested persons presented relevant information and views.
Following the public hearings, the Office accepted post-hearing written comments
addressing points made at the hearings. After consulting with the Assistant
Secretary for Communications and Information of the Department of Commerce,
the Register of Copyrights has made her recommendation to the Librarian of
Congress, who has accepted the Register's recommendation and determined that
from October 28, 2000, to October 28, 2003, two classes of work shall be subject
to the exemption from the prohibition on circumvention of technological measures
that control access to copyrighted works. The two classes are:
Compilations consisting of lists of websites blocked by filtering software
applications; and Literary works.]

Long ago, there lived a sailor named Captain Dread of the USS Enterprise in 1801...
She was a womanly woman's woman, who showed no fear when facing her enemies.
One day, while sailing the Seven Seas, her lookout spotted a pirate ship. The crew became frantic!
Captain Dread bellowed, "Bring me my red shirt!"
Paxem, the first mate quickly retrieved Captain Dread`s red shirt, and while wearing the bright red frock, the Captain led her crew into battle and defeated MSN`s Hacking Pirates.
That evening, all the men sat around on the deck recounting the day's triumph.
Second Mate, Fire asked the captain, "Mam, why did you call for your red shirt before battle?"
Captain Dread replied, "If I had been wounded in the attack, the shirt would not have shown my blood.
Thus, you all would continue to fight, unafraid."
All of the sailor`s sat and marveled at both the courage and intelligence of such a manly woman's woman.
As dawn came the next morning, Cougar and FFiresong both at the lookout spotted not one, not two, but Sixty Nine Hacking pirate ships approaching!!!!
The crew stared in worshipful silence at the captain and waited for her usual brilliant orders.
Captain Dread gazed with steely eyes upon the vast armada arrayed against her ship, and without fear, turned and calmly shouted, "GET ME MY BROWN PANT`s." opppps scuse Me Old Fart!

Perceptions Mind Set in Demise from DREAD

Though when a sun is driven to dusk's doom,
I again rise up and look at My well placed ashes.
Its hushed, swift passing hastens envious dark,
My path parts My presance as I smile towards envy.
Though silent cold, a falling winter's gloom,
Heats hot in the well of words empty and hollow.

Men outnumber woman up and thru age
50 and then woman outnumber men up
to age 90. In the third world countrys
where men are the Dominant group over
woman there are more men then woman,
however in the developed countrys
woman outnumber men and this transisition
makes for woman becomming the more
Dominant group. Another interesting
phenomenon is that males tend to die
at much higher rates at younger ages
then their female conterparts and for
this reason woman are forced into the
role of Dominant to provide for their
well being and all tho there is a more
or less equal amount of men to woman at
most ages the men thin out greatly the
older the age gets and the Dominance
factor is loss in the age group over
70 where there are 15 woman alive to
1 man on average across the world.
add to this the amount of men whom
are lost in wars or in natural disasters
and the numbers of Men drop dramatically
and alone with it their Dominance hold
with out the backing of the Woman.
