I made something like this, but I didn't use the fan blades. All I used was the motor and the 3 speed rotory switch.
It's a pretty simple design. I attached the motor to a board and use a C clamp to attach the board to my punishment horse. The board is then adjustable by swinging closer or farther to make the punishment harder or lighter, depending on how close it is.
For the impact material, I used nylon box strapping material. It's about 2/8 inch wide, and very thin, about the thickness of suede clath. It's attached to the motor shaft using a small auto parts store hose clamp and a plastic cigar tube to excend the shaft up away from the motor.
The business end is about 2 feet long, and I've split it back several times about a third of the way to help with recoil from the impact. If you leave it one solid piece, there is more of a thud and that recoil causes the roration to be kind of unstable. The motor kind of fights to keep a steady rotation going.
You also need a counter weight on the opposite side of the 2 foot business side, to counter balance as it spins. This just takes a little time and some craftmenship to find something that will have weight and also stay put where you want it. It must be just opposite the long section.
I used duct tape and a dow stick, adjusting the dow for balance, then securing with the tape. It's difficult to explain without pictures, but with a little luck, you can make it counter and spin without vibrations.
Then, you have the 3 speeds, and the adjustment of the board to get the desired speed and impact. The first speed isn't too bad, the second is OK, but that third speed...ouch! I call mine "the stinger"...because that's what it does.
