Is anyone familiar with that "Rexlace" plastic lacing used mostly for children's crafts? I picked up two spools of it and have proceeded to make a nice cat o' nine with it. I finished the tails off with beads and has a nice sting to it. Is this a common material to use?

It was called "boondoggle" as I grew up.  The possibilities are as nearly endless with this stuff as they are with bondage tape.  A local bdsm community held an auction where the plastic laces were folded in the middle with a fancy keyring to hold the place, the keyring was large enough to prvent the laces from pulling out of the handle.  The handle was just a simply clear piece of soft plastic about 6 inches long and 3/4 inch diameter, these measurements could obviously be changed as needed.  a knot was tied above the other end of the plastic.  beads or knots or just about anything (tape, bells, spikes, nettles, strawberry syrup) coupld be on the tips.

a "rod" made out of the laces takes FOREVER to make, I didn't have the patience to finish mine, I stopped at 10" but the laces came off of 8' spools - yes, I bought the entire spool in 6 colors - allmost 15 years ago. 

being soft plastic makes it very easy to clean, but the tips can be VERY sharp, and they string, a LOT.

So I've perverted it, and I know of at least two others who have as well...

Yes! Boondoggle, that's the same type of plastic lacing I used! You are right, it has quite a sting to it and is very easy to clean. I have made three cats, each tail just a four strand round braid and I used a bridge spike in the handle to give it some weight before covering it with a few bolsters and then did a sixteen strand herringbone over the handle. Turned out alright but I need to redo the turks heads on the ends of the handle of the first one. Tsk tsk I need to be more patient! I used those plastic pony beads on the ends and left little two inch tails after that. A little different than what you described puppysub but I am glad that someone else has successfully used this material before:) Thank you.

I used to make - and sell - plastic lace floggers probably about 6-7 years ago or so.

The nice thing about them is that you can actually make a really nice heavy stingy flogger with them that is highly effective - for about $10 in materials and an hour or two of your time.   I cut a piece of cardboard to the desired length of the tails, wrapped it with about 150 feet of the lacing (depending on how heavy I wanted the flogger), and cut across at the bottom.  I threaded the laces through an O ring ($1 at Home Depot), then did a tight macarame tie around the cut lacings with even more lacing for a handle.  It made a slightly flexible handle, but very effective.

I still have the first ones I made - still going strong.  The tails do tend to get kinks/folds/wrinkles in them, particularly if you've had the floggers folded over in a toybag.   Just get some tap water running fairly hot, and wet the laces down - the kinks will come right out.
