when you chain someone up and use padlocks is it safe to leave the keys in the padlock as a precationary messure or might they get broken?

I've never seen a key break off in a decent quality lock.  The brands I've used for bondage and vanilla purposes are Master Lock Co. and Brinks and I've never had a problem with either one.  Both brands are available just about anywhere.

Generally what I do is I keep my keys for my bondage locks on my car key ring and it has worked perfectly fine.  However, if you are concerned about being able to free someone if a lock jams, a good investment is a bolt cutter, you can get cheap ones at Harbor Freight hardware stores and better quality ones at Home Depot.  I used to  have one but after several years of not needing one, I got rid of it.  If I really need to free someone I can always cut through the leather or rubber of the restraints I use.

In short, if you use decent locks you should not have a problem.  If you want to be extra careful, either a bolt cutter to cut through the locks or EMT shears which work great on leather, rubber or rope will do fine.  Bolt cutters can take some upper body strength to use -- an average man can cut through a high school locker / trunk lock pretty easily with a 24" size and a 36" size would give a woman greater leverage.
