I have heard of them.

They are available at extremerestraints.com (http://www.extremerestraints.com/self-bondage-time-lock_1457.html) and work like this:

You fill the lock's chamber full of water and then freeze the entire device, when the water freezes the ice keeps the chamber from sliding out. You can also adjust the duration of the session by adding less water (at full capacity the lock can stay locked for approximately 2 hours!). Once the water has frozen, you can use the time lock with a set of cuffs to lock yourself or someone else to a fixed point. The mechanism will keep the wearer locked up until the ice has completely melted, freeing the chamber to slide out.

there is a much cheaper method works on the same principle of ice.
