How does one go about reporting someone to the Moderators of this site?

Send them (ModeratorOne, ModeratorTwo, ModeratorThree...) mail on the other side of the site.

click the Collarme.com above and then put in the word Moderator in the search square and hit enter and all the Moderators Names will appear for Your choice of Whom to write.
