The problem is that there are so many tips, they rub against each other while it's being swung, and there is a high chance that it will pull off within about one session simply because of how the flogger is used. The way I can actually see it being done is if you used leather glue, covered the last 1/4 inch of the tips, and dipped those in a fine grade of sand and let it dry. That would make the tips "sandpaper"-ish, but it would still wear off unless you went to some extreme means of protecting the ends when it's not in use. Say by keeping the flogger in question in a flogger bag. It could be done that way, it would be somewhat practical, and would be a VERY intense experience for the bottom. It would also depend on the corseness of the sand. If *I* were asked to do this, I would probably charge an extra $20 for it. Not a heck of a lot, but it would be a flogger that could only be used in limited circumstances. A sandpaper crop would be better, you could control that completely and it wouldn't be that difficult to make.
