I have been using Paypal (for business) for awhile and I am looking for another merchant credit card system to use online.

Does anyone know of a reasonable merchant system that does not charge you a fortune in start-up costs?  Most of the banks I have talked with require at least $800 in costs to get started, plus a rather large % of each transaction.

I am not a big fan of paypal and their policies, however for a start-up small business I just can't afford the up front costs most banks charge.

Depending on the type of business, GoDaddy (GoDaddy.com) could be a much cheaper way of getting your merchant account.  The application fee is either $60 or $200, the businesses where either there are a high rate of returns or fraud being the $200 application, such as mail order flowers that are at risk of unacceptable damage along the way or adult products.  There is a per transaction fee, a rate of 2.6-3.5% usually and a $20 monthly fee.

Credit card companies are another kind of bastards, though.  I'm hoping that Google finds a way to do something better with Google Checkout.
