They are states that have something in common. 
There are others that are the same way, but most states are not like this.

It's none of those.
 
It's usually split along county lines for the purpose of dividing each state for this purpose.

As I said, I was pointing out none of those were correct. :P Wasn't asking if they were.

Actual guess: All of them have (at some length) a boundary made by a river? Florida's St. Mary's River boundary Kentucky's Ohio River boundary, Oregon's Columbia River Boundary, South Dekota's Missouri boundary.
