Ok something wrong with this picture my God.
If we are trying to prevent men becoming extinct the swallowing of sperm is not going to effect it one way or another.

Edited to add - me thinks i missed a point in what you said as in fishwives - old wives tales - getting pregnant from swallowing sperm!! Or am i now reading into what you said too much?
