Since there is a high liklihood of surface abrasion, breaking down the skin barrier virii can penetrate. I'd think that Hepatitis C could be commonly transferred. This might present as a subclinical Hep C infection which, in the past has been common with tattooing without surgical masks. There are no acute symptoms, but the person is still at risk for liver cancers and full blown Hep C later in life. HIV is not so likely as it is less virulent and wimpier than Hepatitis C. If there is genital to even coincidental mouth contact Hepatitis B would be easily transmitted, it is both virulent and resistant to drying. If used genital to genital when still wet Chlalmydia, Gonorrhea, Syphilis, and HSV-2 (genital herpes) (if viral shedding is occurring, which is most often asymptomatic) is a possibility along with a few lesser STI's.
It is possible, though of unknown efficacy to take Purell (the 70% alcohol gel) and wet each strand of the flogger sequentially, rubbing it in well. This is a good task for a subbie. It will dry in about 15 minutes and might offer good protection. As mentioned above, why take the chance? One person, one flogger. I have also wondered if one could take a flogger and place it in an oven at about 200 degrees farenheit for about 5 hours. I would suspect that this would sterilize it, then rub it down with saddle soap. Though I cannot quote any studies on this.
