Dry cleaning operations, which use large aounts of perc, are the more likely sources of contamination. They tend to be 'mom & pop' shops that don;t do well at complying with EPA disposal guidelines (i.e. they're more likely to dump their waste down the drain, for eventual release to the water supply. In terms of volume, commercial uses of perc simpyl dwarf anything that might be released by weapons testing.
