From what I remember of other news accounts, the danger posed by perchlorate is not well understood and remains an open issue in the scientific and medical community. This is why settling on a safety standard has been so difficult. And will make any lawsuit difficult.

Dry cleaning operations, which use large aounts of perc, are the more likely sources of contamination. They tend to be 'mom & pop' shops that don;t do well at complying with EPA disposal guidelines (i.e. they're more likely to dump their waste down the drain, for eventual release to the water supply.

In terms of volume, commercial uses of perc simpyl dwarf anything that might be released by weapons testing.
