Insertion is certainly risky, but teasing the urethral opening is I'm sure common during oral sex at least. It's not the highest concentration of nerves on the female anatomy but deserves attention in any case (like any part of the female anatomy doesn't warrant attention from time to time ;-)

This was a result of not knowing some of the B Complex vitamins will counteract the antibiotics for a UTI. hell of a way to find that out [8\|]
