Hand Washing actually has an interesting history. Its originals are based on ritual/ceremony and not hygiene but we know better today. A little urine is really the least of your concerns on the hands. For the most part urine is sterile until it leaves the human body. The typical "dribble" from a man will not provide any medium for germs to grow unless the person has some serious health issues. I would be much more worried about the germs on ones hands from nose picking and the real nasties come from fecal material after wiping.
