The effect of a blank at close range is similar to an anti tank HEAT round, High Explosive Anti Tank.

There is no penetration of the bone/armor but metal from the inside flakes off in an effect called spalling and moves at very high speed.

The incident sounds made up or distorted because the last dipshit who did that was the guy from that stupid show with the intelligent car, clearly it was brighter than the actor...

I know these may not be the greatest actors on the planet, but as far as I can tell, they aren't dead from a self inflicted gunshot to the head.

It seems there are more dipshits than you realizeā€¦ blanks are deadly!    

In 1984, the actor Jon Eric-Hexum accidentally killed himself when he pointed a blank-loaded gun at his head and shot himself during the filming of the TV Series "Cover-Up".  There have been many other accidents involving supposedly "safe" blank ammunition.
