Its less risky than taking it in other orifices, but it does have risks. These are increased if you have any lesions in your mouth (open cuts etc.) You can get chlamydia, gonorrhea, syphilis, herpes (1 or 2), and HIV through oral sex. And gonococcal pharyngitis is like the worst strep throat you've ever had – times about fifty. Plus, while you are waiting for the antibiotics to work, you get the pleasure of knowing the little buggers have a conga line going on all over the back of your throat. Of course that's if you fess up that you were sucking cock and the doctor gives you the right antibiotic.
With regards to drowning in a tablespoon of water: don't believe everything you hear on the internet. I've personally scooped gobs of vomit laced with beer, black beans, rice and gravy, olives, twinkies, steak, ramen noodles, whatever out of people's airways .... and to loosen all that up and suck it out we squirt little ampules of 30 ccs of saline down the tube into their lungs – just to suck it all out. (Which happens to be exactly a tablespoon.) Hell if you are in cardiac arrest and we don't have an IV, we squirt whole ampules of medications down the tube. So unless you slip on that tablespoon of water and whack your head, rendering yourself unconscious as you fall backwards into the unguarded swimming pool, I don't think a tablespoon of water is going to do anything to you.
Though on the same note of really goofy ways to hurt yourself for which some people have an amazing knack... if you want carbonated cum, you could always catheterize yourself and stick some seltzer water in your bladder. ;)
