What's necessary is whether or not they get the needed funding for these kids. Group therapy to address issues growing up fatherless is essential. So is tutoring to help get them up to speed. Handing out dashikis to the teachers just won't cut it.

I have the sense the people lobbying for these changes are fully aware of what the issues and problems are that they are facing. Funding of course will be a major obstacle to overcome.

Growing up fatherless? Me and half of my friends grew up fatherless, what's the big deal with that?
We all went on to become successful and a few wealthy.
You want to teach these kids not coddle them.

Oh, please tell me I read this wrong! Are you implying that being born black means you will grow up fatherless? Or simply that being a highschool drop out means you are fatherless? No wait ...  they can't keep up with the rest of the class because they are black?
WTF?!?!?!?!

A little more research on the topic, and lookee, lookee, it is already going on in Chicago, and is successful. No surprise to me really. Black folks are often the fore-runners on things educational, forward moving, like language, music, and style. This seems to me, to be more of the right place with black folks at the helm of the ship of what kids really need within the classroom, for example.

Uhhhmmm....just a thought....anyone checked out the high school and college graduation rates for African Americans lately (or in the last 20 years even)?

I have no issue with a spade being called a spade. If Johnny has problem in class then Johnny has a problem. It needs to be addressed. We can sit back and blame alot of factors,  but saying he has these issues because he is black is as logical and vaild as saying  he has these issues because he wears a special kind of sneakers.
Not all drop outs are any one thing or another. Anyone looked at the top of the class dropout rate?  It isn't even recognized as an issue, yet ...but it is happening more and more often.
What does therapy have to do with information retention? For that matter what does pigmentation level?
