Status: offline 		Trapped, in addition to the excellent advice tulip gave you, your sister likely also has a state appointed case manger.
I would encourage your parents (or you) to talk with them raising the same concerns that tulip mentioned especially since this is an on-going pattern.

It is possible that the level of supervision that the other girl is getting (due to the way her behavior plan/care plan is written) is not adequate to suit her needs.

It is not the other girl that is responsible, in my mind. Rather it is the staff that failed to prevent the attack in the first place.

ETA...it is not my place to say this...but perhaps this girl does not belong in a group home setting.

Trapped, since this is not the first time, it would be good to bring up any details such as dates or injuries when the matter is discussed.

The home is completely liable.  The fact that they haven't addressed this on their own floors me.  Your parents may want to contact a lawyer if the fools running the home won't get the message any other way.
