Great question and one that I recently had a discussion with a male submissive about. He pointed out to me that most male submissives don't have facial hair (I list in my profile that I like hair on men and would rather have more than average if faced with that option or smooth). I had a Scooby Doo moment on that; head tilted to the side, quizzical sound. :> It had never occurred to me that a male's submission had anything to do with body hair; one who's been submissive to me has facial hair and guys that have facial hair try to submit to me all of the time.
If he's mine, it's my thought that a boy ought groom as I wish which would involve growing facial hair most likely and grooming their other hair as I desired too (Taking what flatters them, their jobs, their preferences, etc. into account). Generally, though, let it grow. I view a hairy body as an inherently masculine thing and I like men (Well, hot, quality men :> ). It's a nice tactile thing and also holds scent beautifully. Oh, and the weird male pube trimming and ball-shaving that seems to be popular among some men...I wish they would stop it. My ex- did it because he fancied he looked bigger (And, he was above average anyhow) and I've known a number of guys who do it for the same reason. It's really disconcerting to me to see a guy lacking in genital hair.
Another distinction that I think may be relevant is some seem to connote smoothness with youth and if that dynamic is desirable, then the male's more likely to be substantially shaved. If a more adult dynamic is present, perhaps moreso the presence of hair. It makes sense to me as I contemplate it but it may be one of those me-things. :>
