I suggested it a long time ago and he got offended said he wasn't going to mooch of state programs, because he didn't need to. I may suggest it again though.

You may want to try the Public Assistance/Welfare office in your area for information about medical coverage for your boyfriend.  If that doesn't pan out, contact the Mental Health/Mental Retardation agency for your area.  Either of these agencies should be able to direct you to the type of coverage your boyfriend needs.
