Most any good sandpaper can be used wet. The thing about wet-sanding is you need RUNNINg water. Dipping it in water now and then isn't going to do it, as the friction will dry the sanding material and the material being sanded almost instantly. Hold it under some slow running water, meaning don't put the kitchen sink faucet on full blast. This will keep everything wet and moving, and remove the particles from the area. Get a fine grade sandpaper, you don't want an 80-grit tearing up your toy. Seam edges like that are usually a sign of a low quality toy. Either they use low grade silicone, old molds, or bad quality control, or a combo of all three. If you buy your toys in person, check them out for bad seams, pits, bad spots in general. If you shop mail order, find out what their return policy is. Most reputable places don't want crap in their suppliers sending crap to their stockroom as much as you don't want it in your toybox.
