all of this stuff is easy, for the most part. but how much do you want to spend? A PLC controller, some servo motors (no, not the hobby radio controlled toy style) a solenoid for the locking mechanism, and the mechanics are all pretty straight forward.

(I am available for contract work. Have a machine shop, Automation/PLC experience and equiptment)

Hmm. how about a electric butt plug attached to a gps device? Designed to shock someone if they did not move around enough? It would be good for yard work and errand running?

Seems like you are all going overboard on the design. This really doesn't need to be THAT complex... A simple gear motor and crank should do the trick. Rig it so the gear motor "cocks" a long, semi-flexible arm, then releases it by hitting a trigger. (A rotating wheel with a peg on it could do this, and the release could be a screen door type catch.)Springs and/or bungee cords will provide the force. Then, to get your target variation, just put the whole rig on a second system that will rock back and forth. A small table, or platform, attached to an occilating fan housing (not the blades, but to the motor housing which will move it back and forth, slowly, varying the strike zone. )

The restraint is simple enough: The solution is in the OP's graphic: a simple set of wrist stocks, held closed by a door maglock. Put the whole thing on an appliance timer and you are good to go.

I am worried about such a device not having a fail safe, however. It would be hell to start it up, be helpless, and suddenly realize it's out of adjustment, and is now aiming for your kidneys... Or that suddenly, it's drawing blood on the first stroke...
