Yes, an arrest could be made without "catching them in the act" but in all likelihood, the charges were dismissed. They probably were also going to try to make a case for false imprisonment, but since she was "consenting" they couldn't uphold the charge. Not only is slavery illegal making the contract void, but even various portions of the contract. A parent can not legally waive child support since the support is for the child, not for the parent. As mentioned, "use her body for free or for money" is prostition on her part, and makes him a pimp since it is implied he would be making those decisions. I think it might have been filed intentionally, but not in a bid for attention or out of stupidity. The article doesn't mention who brought the contract to the court for filing (although it could possibly have been done by mail), but I think one of the parties was attempting to make a point to the other party and knew even though there could be arrests made, it could get dismissed by even a half assed defense attorney.
