"It will also help enrich institutional partnerships between Canada and other countries in the Americas," Harper said. The program will award as many as 1,600 scholarships for Latin American and Caribbean students to pursue studies or research in Canada, officials said. The first round of scholarships will be awarded for the fall of 2009, they added. WTF??? I mean it's great that Harper wants to help the higher educational system but maybe he should look at helping the Canadian students first? Or better yet, make improvements to the educational system to be more efficient and offer students a better quality of education.
