No one knows but to claim that 20% of medicare billing is fraudulent requires some evidence as the article you link to makes clear. If I had to estimate I'd assume it is somewhere between the 3% figure the industry claims and 10%. The fact is that private insurance is no where near as good as they claim at preventing fraud but 20% is simply to big to go so completely under the radar. There simply aren't enough whistle blowers to convince fraud is that widespread.
