The woman is obviously grieving. The article itself says that waivers can be granted (and have been in four instances since 2005) in such cases. The same can happen here at such time as the woman herself is deceased. I think it's more a case that the woman is using this as a way of coming to terms with her son's death and she's still in the process of doing so. ETA.... It should be mentioned that the next of kin for anyone who dies while serving in the military is the person who gets to chose where their family member is buried. She could have just as easily bought a family plot at a cemetery and then none of it would have been an issue.
