Being successful in lactating without being pregnant does depend upon many factors, a key one being if the woman ever lactated before (usually from nursing a baby). Re-lactating is much easier than it is to begin for a woman who has never been pregnant and never lactated in her life. Like LadyDeLion, mine never really stopped - so if it was something my Owner wanted it would just be a matter of increasing the production again, much simpler than if i never had before. There are lots of good websites out there on inducing lactation, just google "inducing lactation," and you'll find a bunch. She doesn't necessarily have to take hormones, but the process does take a lot of time and commitment on both parties as the best method is simply good old fashioned suckling by her partner. A significant portion of lactation is mental, and requires that human contact to get things started. After that a good breast pump and a regular schedule will help keep her production up.
