About spanking, stay on the bottom half of the ass and avoid the tailbone like the plague. Use your hand to spank and it's unlikely you can do any danger.

Tying, the smaller the rope or the smaller the part being tied, the shorter time you can keep the tie on. I wouldn't count on this ^^ .  I think the only one I found in looking all over the state was in New Orleans (maybe there's something in Baton Rouge?) but N'awlins is a good 3 hour drive away for him, and BR would be like.. 2?  Louisiana is not a hotbed of originality or tolerant thinking

Obviously, I just didn't look hard enough when I went through that "huh, I wonder if there are any local groups" stage... s'ok.  I'm pretty happy with the fact that I haven't lived here long enough to know about them, and won't be here long enough to find out

Perhaps you should not do BDSM on the woman you are with until you have learned how to spank someone safely and how to tie somone up without risking them harm. I agree with DesFIP that Jay Wiseman's books are very good for beginners.
