I dont think the English are unpatriotic - I dont think they know how to (or dont want to) be overtly and daftly patriotic is all, but when England were playing Slovenia the other day the place came to a near standstill, here anyway.

I think we're more locally "patriotic"; that is we identify more with our locale than some national superimposition and after our locale comes our county then region before England as a whole. I'd also suspect this is something that originates a long time ago and has been added to over centuries by the twists and turns of history.
