there's a woman in our community who makes floggers out of bathmats -- the clear plasticy kind. she calls them squiddies or cephalopods, and they have a heck of a bite.

another friend made a fantastic fucking machine out of a kitchenaide mixer. ^_^ it's the coolest thing. he got a double sided dildo, cut it in half, and added bolt attachements. the thing has 10 speeds, but i can only take it up to 4. hahaha
it's awesome. kitchenaides turn up in thrift stores every now and again.

someone else in the community made an AWESOME vacuum bed out of PVC pipe and and shower curtains. it works gloriously and turned me into a fan.

www.sub-shop.com has a lot of really good sales, too. i got a ballgag from them for $3. and of course you can make a cheap one yourself with a practice golf ball (they're like tiny wiffle balls) and a shoestring.
i made a bit-style gag from a purse handle. haha -- it actually works really well. i like it.
snake bite kits only cost about $4 from walmart in the camping supplies section, instead of $20 that's charged for them on kink/toy sites. walmart also sells $1 bandanas you can use as blind folds. i also got a great flat hairbrush to use as a paddle from dollar tree. =p haha $1!

as others have said, clothes pins, riding crops from TACK STORES, the varieties of chain and rope available at hardware stores ... you can come up with all sorts of things for fairly cheap. =) the first set of restraints i had were made for me by my late M, out of recycled belts.

scope out the well-known sites around the holidays when they have sales. i got a wartenburg pinwheel and a vibrating egg from JTStockroom once for about $10. =p

Hmmm, makes me wonder if those clear, spiky semi-hard plastic floor mats made for using wheeled office chairs on carpet are flexible enough to be cut into flogger strips...

Probably after they have soaked in hot water for a very long time, it will make it more pliable, but would probably take several soakings.

not sure if you can soften up the floor mats sufficiently and permanently enough to make a good flogger, but the protective plastic runner material you can find in the carpet aisle of HD/Lowes is, and does make a very stingy/biting flogger. The stuff is also a good liner material for bondage clothing/devices where you want to provide the sub/bottom with a constant reminder of their situation and who is in charge.

We've gone to hardware and tack stores, but since we're both crafters and I'm an artist Hobby Lobby and JoAnn's are also fun places to be. My favorite flogger was made of suede lacing, and much fun has been had with velvet and satin.

I'm currently working on something of wood, to make up for our height difference in playtime.

I just picked up an iGallop at Goodwill for $100 - expensive, but I think it's actually helping my back as long as I don't overdo it - but stick a suction cup dildo on that thing and I bet it would make for a pretty wild ride.

I just picked up a couple 40" x 90" burlap sheepshearing sacks for $9.00 each plus shipping from a farming supply company. I'm figuring I'll make some kind of sleepsack out of one and give the other to a friend. Since it's burlap it's pretty itchy, like wool.

It's wholesale prices, like $4 or $5 for a dildo, and you can get a rabbit for 10. free shipping too, but the catch is a minimum order of $100.
and it's closeouts, so discontinued models. plus the site doesn't have descriptions, just pictures, so you have to google everything.
not sure if that qualifies as cheap.

You can make your own restraints at a fraction of a price.
Cuffs:
You will need A, Supplis, B-tools
Tools: Hammer, knife, punch or philips screwdriver, a pen or something else to mark the leather/vinyl.
Supplies/materials: Leather, imitation leather or vinyl belt(s), leather rivets, buckles (1 per cuff), metal rings, D-rings or chain links.
Cut the leather belt to lengths you require for cuffs. The remaining offcuts need to be in half lengthways or apropriate width to match the buckles. I am assuming you're using buckles about half the width of the main belt. Rivet the skinny belt that holds everything together on the outside of the cuff. Rivets usually come in 2 parts that match each other from both sides. Simply make a hole through the material using a hole punch or screwdriver, match the 2 rivet parts from both sides, put it on hard surface and bang them together with a hammer. Could also use pliers. Now you have mastered attaching 2 bits of material to each other. To gain the basic understanding, have a look online at usual leather cuffs or even biker-style watches. Similar principle.
Once you have mastered riveting leather/vinyl on simple projects like cuffs, let imagination run wild and get started on harnesses, collars, chastady belts, etc.
Tip: Synthetic webbing is also incredibly strong and you can make whatever you want with it. It can be either stitched or riveted or both. Also have a look in your wardrobe or storage space. I'm sure you can find some old duffel bags that have a few D-rings and webbing shoulder straps.
