When one has limited resources one needs to focus on what will give you the most bang for your buck.
If we were to follow my approach the limited border resources could then be targeted at interdicting non human contraband thus protecting californias largest agricultural enterprise.

Did I miss it, jlf? Did you give the basis for this assertion earlier? Talking about the people along the border here, not those in Phoenix. Was there a survey among the people of the border towns? Seriously asking.

My grandma sitting on the border with a shotgun could defend the border better than the federal government is doing, and she's dead.

Ok, I'll get serious. How about we keep the Rio Grande fully stocked with piranaha's. The next layer of defense would obviously be quicksand, then the fire ants could swarm in on their head. That should work.
