I don't understand how what you said relates to what I posted. The Carter reference was in relation to a famous speech he gave about the "Great Malaise" speech he gave while in the White House.
I was commenting on the fact that no one seems to care enough to do something about corruption in and incompetence of the government.
FYI:
Carter also had solar panels installed on the WH roof, set an eco-friendly standard of heating government buildings (78 degrees in summer, 68 (I think)in winter), and was instrumental in establishing standards for fuel efficiency for cars.
One of RR's firsts acts as President was to rip the solar panels of the WH roof.
