If 'Goverment' ran like a 'Business', then the upper level 'management' (i.e. the Governor) could decided how the 'enterprise' will be run, retaining full control over the rules and mechanisms. That way, he and his staff dictate how things will run, INCLUDING giving himself a pay raise. You didn't mention if that 'business' entity was a corporation or a sole proprietorship. Corporations have stock holders, sole proprietorships dont; They get to rule as kings. THAT, and a host of other reasons, is WHY, 'Goverment' ISNT run like a 'Business', popeye1250! quote:

Wasn't just Democrats that screwed things up. In fact, $15 Billion is a drop in the bucket compared to the $3 Trillion price tag for the Iraq War.
