It is a sometimes-contentious issue here that CollarMe has a no-blacklist policy. However, at least provisionally, FetLife has just taken exactly the opposite stance. The FetLife Caretakers (more or less the equivalent of moderators on CM) have approved the existence of a discussion group on Fet in which people start threads like, "I think User X is violating the terms of service, could someone do something about it please." Others in the group then file reports, and, if the Caretakers take action, the discussion is closed to additional comments, but the name of the user, links to the profile, etc., are left up for public view. There has been no from-the-top announcement about this yet, and, honestly, I have to wonder how long the vigilante group is going to last. The possibilities for abuse are obvious. I thought it worth mentioning here, because Fet appears to be at a crossroads in its development. How the leadership comes down on this issue will significantly affect the character of the web site, going forward. A link to an active discussion about the group's existence is below.
