Really though, it's not always a lack of self-control. People can actually gain weight because they are eating, but not enough. The body goes into starvation mode and converts everything into fat.

Technically that is not quite what is happening when the body goes into "starvation mode".  Muscle tissue is not converted into fat, nor fat into muscle mass; the cells are fundamentally different and there is not a direct conversion process.  However more ingested calories will be partitioned to fat storage, and the fat storage cells will release less fat to be burned as energy, due to biochemical cues which are triggered in "starvation mode" by the lack of regularly ingested food.

The system can be kept running optimally with small amounts of fuel on a more frequent basis, with tweaks to the macronutrient percentages and glycemic index of the foods consumed.  Some medical conditions or types of metabolisms call for different tweaks than others.

You are right, though I used the wrong phrase. It wouldn't be stravation mode. There "food is scarce right now" mode where if you don't eat enough but you are eating it turns all the excess into fat instead of just letting it pass as waste.
