It is my understanding that anyone who has AIDS and intentionally passes it along to (unknowing) parnters is breaking the law and can be prosecuted. It may also be criminal to not advise partners that one has AIDS in advance of having sex. There is a famous case about a man who was so angry about having AIDS that he intentionally passed it on to quite a few women. I believe there was a recent TV program about it. Some sexually transmitted diseases are reportable to the health department. I am not up on the most recent laws. I think anyone who knowlingly gives another (unknowing) person a life-threatening disease -- AIDS - should be prosecuted. Such a person is clearly a danger to society.
