Disraeli said "never apologize, never explain". But it wasn't a reference to moral behavior. It referred to surviving in politics. As such I don't think it applies to individuals or governments referencing past behavior.

To me, a truly, heart-felt, simple, apology (when appropriate and deserved) goes a long way towards earning my admiration, trust and respect. Never underestimate the value of humility.

"I am sorry." is supposed to mean, "I understand that I upset you and will not do it (that way) again."

It is weak if caring about other people is weak.
