Richmond Virginia used to always be in the running for 'Murder City USA'... They developed an aggressive arrest and conviction, and incarceration program that literally took back the streets, and today Richmond has been transformed. (Well, what happened, is the crime went across the river to a city without the resources).

Memphis is always in the running for Murder City. Their approach is more cops, more informants, more raids, more sweeps, cameras in the sky, COMSTAT, etc.
In practice, felon with a gun caught on any given day, is going to get out of 201 Poplar in no time, and running around the same streets armed in the next year or so if convicted.

2 different approaches, one worked, one makes things worse. And neither one of them are about 'gun control'.
