It is clear that some of the modified versions (without the phrase "are legally qualified to serve under the provisions of the United States Constitution"), maybe all, went to the states." and; b) The second document (the one without "under the provisions of the U.S. Constitution") says "It is believed that this was the version sent to most of the states (Hawaii may be an exception) prior to the 2008 election." Of course, the basic fact that Pelosi signed two, contradictory, OCONS in the first place justifies questioning same.

WTF INDEED. Question: Why didn't you point out where in that article the Governor said Obama's BC, the actual BC not a hand written/written down notation, exists and is in the correct place? Answer: Because the Governor said no such specific thing.

Another lie. A scan of a document is very unlikely to show a seal. However the photos of the documents do show the seal.
YOU'RE LYING AGAIN. The fact of the matter is than a scan of a document having an embossed seal will most likely show the seal, and most likely an identifiable seal to the naked eye on a document (like a birth certificate copy) whose acceptance as authentic depends on having same -- anyone with even a modicum of experience scanning such documents knows that. Here's a link showing a side-by-comparison of a scan of a Hawaii short-form birth certificate with an identifiable embossed official seal of the Hawaii Department of Health vs one of FactCheck's photo's of Obama's short-form birth certificate with an unidentifiable "embossment": http://www.theobamafile.com/_images/COLBOfficialVsObama.bmp Only a blind person would claim the latter is identifiable as the embossed official seal of the HDOH.
One final comment: During the first quarter of 2010, two different birthers, unbeknownst to each other at the time, in email exchanges with Janice Okubo (HDOH), were informed by Janice Okubo that: a) the HDOH had no record of any UIPA request for Obama's bc/vital records from Joseph Sandler, Brian Schatz, William H. Gilardy, Nancy Pelosi, Howard Dean, Neil Abercrombie, Daniel Inouye, Senator Akaka, Marsha Joyner, Andy Martin or anyone else representing the Hawaii Democratic Party or the Democratic National Committee from January 2008 through February 4, 2010 and; b) the HDOH had no record of any payment (for a Certified Copy of Obama's bc/vital records for example) from the Hawaii Democratic Party or the Democratic National Committee from February 4, 2007 through February 4, 2010.
