I think that it's perfectly fine to have section for general topics. After all, if there are a bunch of people in a forum on any given topic, they'll probably want to post about other things not related to the dedicated subject matter. I've found that it's pretty standard on most internet forums, regardless of whatever it might be, to have sections for general discussion, politics, etc. No matter if it's a site for Civil War history, gymnastics, or gardening, if there's a discussion forum, it seems common practice to include sections for general or off-topic discussion, probably to keep things organized more than anything else. I think that just the fact that this forum is relatively busy and has a lot of traffic is also a factor. I've been to a lot of internet forums which are dead, where the last post is months ago and none of the sections/threads are active.
