There would have to already be proven programs working in that area for you, that the fed programs can partner with.  There is no successful program available to rehab drunken cretinous shanties.

Maybe read up on the program and see how you can get in on it.

But FS, that wouldn't involve Taxpayer dollars!
I'm looking for a new Cadillac (subsidized of course) a couple more phoney college degrees that I get paid for "attending" (no-show) (well, I'd show up to get my "degree." of course. Or, they could mail it to me!) Subsidized housing, new inner city condo, free health care *just not Obamacare*, full dental, monthly checks from any govt. program I "qualify" for, what do they call those trips where you go to "study" the local culture and people in a forein country? Sabbaticals? Them too.
I'm always studying! Everytime I go to the beach I study "anatomy."

They'll be economic counselors, small business councillors, psychological councillors, you name it! None of them, not a one will know how to use a shovel without the manual.
