Why no, they are not allowed to. Who is responsible for what these children do legally? Why, I think that the parents are. Sorry, KD, you can say that they are not old enough to enlist or own a gun or to drink, and that is fine. But you cannot say in the same breath that they are old enough to take responsibility for their school lunch tab bill. Either they are old enough to take care of such things, or they are not. And legally, they are not.
