The Pentagon’s Secret Search for UFOs

Funded at the request of Harry Reid, the program probed a number of encounters military pilots had with aircraft they believed didn’t operate like anything they had seen before.


The Pentagon, at the direction of Congress, a decade ago quietly set up a multi-million dollar program to investigate what are popularly known as unidentified flying objects—UFOs.

The “unidentified aerial phenomena” claimed to have been seen by pilots and other military personnel appeared vastly more advanced than those in American or foreign arsenals. In some cases they maneuvered so unusually and so fast that they seemed to defy the laws of physics, according to multiple sources directly involved in or briefed on the effort and a review of unclassified Defense Department and congressional documents.


The Advanced Aviation Threat Identification Program, whose existence was not classified but operated with the knowledge of an extremely limited number of officials, was the brainchild of then-Senate Majority Leader Harry Reid (D-Nevada), who first secured the appropriation to begin the program in 2009 with the support of the late Senators Daniel Inouye (D-Hawaii) and Republican Ted Stevens (R-Alaska), two World War II veterans who were similarly concerned about the potential national security implications, the sources involved in the effort said. The origins of the program, the existence of which the Pentagon confirmed on Friday, are being revealed publicly for the first time by POLITICO and the New York Times in nearly simultaneous reports on Saturday.

One possible theory behind the unexplained incidents, according to a former congressional staffer who described the motivations behind the program, was that a foreign power—perhaps the Chinese or the Russians—had developed next-generation technologies that could threaten the United States.

“Was this China or Russia trying to do something or has some propulsion system we are not familiar with?” said a former staffer who spoke with POLITICO on condition of anonymity.

The revelation of the program could give a credibility boost to UFO theorists, who have long pointed to public accounts by military pilots and others describing phenomena that defy obvious explanation, and could fuel demands for increased transparency about the scope and findings of the Pentagon effort, which focused some of its inquiries into sci-fi sounding concepts like "wormholes" and "warp drives." The program also drafted a series of what the office referred to as "queried unverified event under evaluation," QUEU reports, in which pilots and other personnel who had reported encounters were interviewed about their experiences.

Reid initiated the program, which ultimately spent more than $20 million, through an earmark after he was persuaded in part by aerospace titan and hotel chain founder Bob Bigelow, a friend and fellow Nevadan who owns Bigelow Aerospace, a space technology company and government contractor. Bigelow, whose company received some of the research contracts, was also a regular contributor to Reid’s re-election campaigns, campaign finance records show, at least $10,000 between 1998 and 2008. Bigelow has spoken openly in recent years about his views that extraterrestrial visitors frequently travel to Earth. He also purchased the Skinwalker Ranch in Utah, the subject of intense interest among believers in UFOs. Reid and Bigelow did not respond to multiple requests for comment.

BoscoX you should have added a poll where people could check if they have seen a UFO.

On three occasions in my life I have witnessed UFO's. I make no claim they were alien space ships but at the time, I am old, the capabilities these objects exhibited were far beyond the technology of the day. No swamp gas , luminaries , ball lightning , search lights, or blimps could have maneuvered as they did.

These experiences at least have me thinking that there could be something out there and it is worth spending some money for investigations.

Like you, I wouldn't mind seeing a poll. I too have seen UFOs, and like you I don't necessarily attribute them to little green men. Ten years ago my back had just gone out and I had to stop working. I moved to a location fairly close to a small municipal airport that had a skydive club, so I spent a lot of time "looking up", watching the skydivers. I saw things I couldn't readily explain on five different occasions. There were single objects on three of those occasions and two objects on two occasions. The last time, what I saw filled me with a rather extreme sense of foreboding that stayed with me for over an hour.

There is a voluminous amount of evidence and in all required forms, and more than enough to convince me, that extremely advanced beings have been for 1000's of years and still are, traveling to and visiting earth.

This is good research but most military won't comment to confirm or deny and commercial pilots can get disciplined, even fired for insisting on seeing any UFO's while flying. Some have privately confessed, they almost shit their pants during some rare close encounters..

I have never seen a UFO, but I am a believer. Thousands of credible people have seen them. Pilots, law enforcement officers military and others. I also think that some of it might be our own military.

I can't say if UFOs are real or not, but I will say that as is usually the case whenever Bosco posts, you really do have to wonder whether or not he actually saw a UFO or it was just another of his many delusions.

I've never seen anything I believe to be a UFO. There's always been a reasonable (easy) explanation for any occurrences I might have counted as such.

I have seen no credible evidence, other than people (real people; not interwebz IDs) whom I trust to some degree (at least enough not to lie to me about this issue) swear to me that they've seen a UFO (one even swears they were aboard one). While I believe they believe it, I wouldn't consider it "credible evidence".

That said, I don't think of a (relatively) small fee like $22,000,000 as being exorbitant. The secrecy issue troubles me, but, obviously, it's no longer a secret.

Is it crazy to think that $22M isn't a small fee, regardless of how it relates to the greater expenditures of the Federal Government?

How many millions - and millions - have been spent, and what have we gotten out of it?

We got a lot out of the moon missions - Tang, for example. And massive technological advances

Who knows what benefits we could reap from such research? Just imagine if you could pull a wormhole warp drive out of your back pocket whenever you needed one for example

Could be handy in a pinch

.....and as usual, what 'we' got out the moon program was the thrill of paying great profits to [those] who really benefited...subsidized profiteers jumping on the back of govt. R & D from it.

.....and I am still waiting for my warp drive...wormhole dependent or not.

But what if real information came from the investigation? I would say proof of an alien existence would be the biggest revelation in the history of not only mankind but the world.. Well worth much more... But i agree if this would have been spent out of the blue without very creditable information then I do believe along with you that it is a waste... but that is not the case here.

Okay, I will say that I have seen a few things that I could not explain, but the most puzzling was when I was in high school.

I grew up well away from town, so the night sky was awe inspiring.

One night, I was laying on the back porch just looking at the stars (before sky lab made its triumphant return to earth) watching for it to make its pass over Texas.

An object started to pass over, but in defiance of orbital mechanics, changed course no less than six times.

It was not an aircraft, no engine noise, and it was also too high, there were no marker lights blinking.

Nor did the object dim or blink, and the observable color of the light was white.

Finally, it entered my field of view from the west, and as I said, changed direction six times and exited my field of view heading south.

The only other incident I was a part of did not involve a flying object, but something I heard.

I was up in the Pacific Northwest about 90 miles east of Seattle at a rest stop.

I was stretching my legs and heard something, that could only be described as a scream.

I have heard cougars scream in the night, and probably many of you have as well, without knowing it, since it is a common sound effect in horror movies involving some killer animal stalking the woods.

So, whatever I heard was not a cougar, or any other animal native to North America that makes loud, prolonged vocalizations.

Long story short, in defiance of DOT and ICC regulations, I got back in my truck and did not stop again until I got to the truck stop just outside of Seattle, basically driving two hours over the legal ten hour driving limit.

I was not spending the night in the middle of nowhere after hearing that.

About 30 years ago my mother wrote a short book dealing with what she saw as a connection between UFOs and certain passages in the Bible. One day while visiting her cousin in south-central Washington she was telling him and his wife about her book, and expecting to be laughed at about it. Instead, they got serious looks on their faces and told my mother that they had seen UFOs on a number of occasions. They lived well out in the country and were fairly isolated, but while out in the evenings they had witnessed UFOs descending down to almost settle on the high voltage power lines in the area. They would remain a few minutes then leave. They (my mother's cousin and his wife) assumed they were using the power lines to refuel in some way.

I saw one about forty years ago. It passed six to seven meters over my head. The was no discernible means of propulsion. It was going so slow that I might have kept up with it with a quick walking pace. It took 120 seconds to pass in its entirety over my head, from which I estimate that it was about 140 meters in length.

It wasn't alien.
