Sounds like someone either has a low opinion of women in general, or is just very insecure... possibly both. I'd say discount it and move on. Remember, sometimes what people say is evidence of their own problems, not yours.

I can't think of a reason self-discipline alone would create such problems, unless perhaps the "dominant" in question had too many things he or she needed to overcome. Personally, I would consider self-discipline in a submissive an asset... it means less work for me, not more. Same as I value initiative, creativity, being observant, and a quick learner, these are all traits that help the submissive better serve me, traits that mean less work for me.
But I suppose (sarcasm here) there are some who just want a pliable, quiet, passive trophy/toy that does nothing without being told to do so... because anything else threatens their fragile little egos. But that's just my opinion. 
BTW, the above assumes that self-discipline doesn't become rigidity, someone unable to adapt and change. Rigidity would be a problem, but as I said, self discipline in itself would be an asset. Provided of course that self-discipline were applied to service.
