Really depends on whether you want something purely functional, or functional and pretty [more jewelry like]. If all you need is function you can make them up at home using wire and a pair of pliers. I've made some out of 12ga copper wire that were very functional and quite attractive. Cost was nothing but 30min of time and some scrap wire from the garage. The nice screw adjustable stretchers I've seen made of silver have been $100 and up. I've knocked off the design using copper wire and brass fittings [nuts/ screws] for <$5 in materials, just took a couple of hours to fabricate. One thing to remember is that you should already have a fairly heavy gauge [think 14ga] bar through your nipples to avoid problems with pull through/ splitting. 16ga can work but that's the absolute smallest, and you have to stretch slower.
