The volcanic soil to which you refer is not volcanic ash which is little more than pulverized rocks, and quite sterile, at least initially.
While the area devastated by Mt. St. Helens recovered quickly, much of top soil was a mix of dirt, crushed rock and the burned and shattered remains of trees that were growing in the area. In fact, if you wish to have grass grow nice and thick, periodically burn it off.
In point of fact, range, brush and forest fires are nature's way of replenishing the soil.
The problems with these natural fires is that in many cases, humans have either A) moved into areas that have predominately been brush with heavy ground cover, and displaced wildlife that would have normally kept the ground cover in check, or B) prevented naturally occurring fires.
The truth of the matter is "terminally' stupid land developers will clear only easily accessible areas of a proposed development area, and leave the rest to grow unchecked. This creates the required medium for brush fires that destroy homes and kill people.
Then naive and possibly "terminally" stupid people purchase homes in these areas, usually falling for the "country" living ads, and no one is going to tell them:
"By the way, when we decided to build homes here, we also opted to NOT clear all the brush from the land, therefore creating a medium for major grass and brush fires to develop and destroy your home and everything you own." not to mention telling the buyers that the area is still the habitat for large meat eating felines that may or may not decide that they (home owners and their families) are now part of the food chain and will taste good a le' carte.
Thus people buy these homes and wonder why fire insurance is so high....
